last few years of drought I was pioneering the ability to conduct conserved water
transfers. As there is not yet a "white paper" approved by USBR and DWR, the legal
requirement that conserved water can be transferred was not accepted as adequate to
obtain approval. The initial phases of pulling stakeholders together to facilitate
agreement on the development of the terms of the white paper were initiated during the
SWRCB mandatory conservation requirements.
In addition, the following is an abbreviated list of my responsibilities as General
Manager:
Directing the development and implementation of District goals and objectives as
well as policies and procedures necessary to provide District services
Coordinating District activities, between divisions and with outside agencies and
organizations; make appropriate decisions or recommendations for Board
consideration
Directing and overseeing the development and implementation of District-wide
work plans
Directing the development, presentation and administration of the District budget
Selecting, training, motivating and evaluating personnel
Directing the planning and execution of a comprehensive and integrated program
of activities relating to the production, storage, treatment, transmission and
distribution of the District’s water supply
Preparing and submitting to the Board annual reports of financial and
administrative activities; keeping the Board advised of financial conditions,
program progress, and present and future needs of the District
Conferring with residents, rate payers, businesses, and other individuals, groups
and outside agencies having an interest or potential interest in the affairs of the
District; responding to the most difficult questions, concerns and requests for
information.
Representing the District to outside groups and organizations; participating in
outside community and professional groups and committees; providing technical
assistance as necessary
