Duties: Manages the City’s Environmental Compliance Program with responsibility for
approximately 400 dischargers into the sanitary sewer system and discharges of the storm
water system into the rivers; creeks and the nearshore of the Monterey Bay Marine
Sanctuary;
Manages the Environmental Laboratory attached to the wastewater treatment facility.
Coordinates the City’s participation in CCLEAN (California Long Term Environmental
Assessment Network) an NPDES mandated member sustained program:
WRF (Water Research Foundation) since 2003;
NACWA (National Association of Clean Water Agencies) since 2009.
Guides the implantation of more sophisticated analyses into the core functions of the
laboratory to update the City’s abilities to respond to emerging environmental challenges.
Changes implemented include:
a. Membrane Filtration to replace Multiple Tube fermentation techniques for
wastewater, storm water and other recreational waters in Santa Cruz (2004)
b. TOC to replace BOD for process control and for NPDES compliance monitoring in
Santa Cruz. Implemented in 2006, and renewed in 2010.
c. Implementation of the first integrative high volume water sampling for effective
monitoring of trace organic compounds in wastewater streams and effluent.
Implemented in NPDES permit of the City in 2005, and subsequently for all
dischargers on the Central Coast.
d. Implementation of ELISA (Enzyme Linked Immuno-sorbent Assay Technologies)
to study hormones and other endocrinal compounds in wastewater process and
final effluent waters (2009)
e. Implementation of ELISA to study caffeine as a tracker of domestic sewage in
surface waters and in plant process and effluent waters (2014)
Developed and maintains a professional structure and budget of the Environmental
Compliance program
Chairing WEF white paper development on analyses of compounds of emerging concern in
wastewater.
