Please accept this letter and the accompanying resume as part of my application for the
position of Director of Public Work Department with City of Sacramento. I would like to
express my keen interest in this exciting position and believe that my background and
technical experience in public works administration and transportation planning and my
passion for serving the public provides me the right tools necessary to assume the
responsibilities of this key position.
As evident from my resume, I have spent the past seventeen years of my professional
career with the Fresno County Department of Public Works and Planning. Over these
years, I have gained extensive experience delivering public works projects and
administering an active transportation program. By setting goals and clear expectation
of every staff and developing workplans and effectively managing projects, we have
have delivered more than 80% of our projects on budget and schedule. Through
creation of a team environment and ownership atmosphere, we’ve achieved outcomes
above and beyond the expected performance levels for every project. I have also
gained deep understanding of the challenges facing local agencies in delivering their
projects and maintaining their transportation infrastructure because of funding shortfalls
and other critical issues. I have consistently researched various state and federal grants
and pursued funding opportunities for our projects and established and monitored short-
range and long-range goals, budgets, and schedules. I possess strong expertise in
planning, designing and delivery of capital improvement program for transportation,
utility and other infrastructure systems. Throughout my career, I have been recognized
for my ability to solve problems and develop solutions that generates cost savings and
operational improvement.
Furthermore, I have great long-range planning skills that provides me oppurtunity to
easily adapt to organizational changes. In 2017-2018, I lost 16 out of 20 engineers in
my Division to Caltrans and High Speed Rail. However I had budgeted for additional
positions in my Division in 2017 fiscal year and had started recruitments prior to exodus
of my staff. In 2018, I replaced nealry half my team and so far we have filled most of our
vacancies. Even though this new team which includes many new graduates lack any
design skills and the Division has lost significant instituional knowledge, they are very
motivated to learn and are maturing very quickly. We have implemented internship
