As the manager of the Design Division, I assist the department administration with
the development and implementation of both departmental and divisional policies. I
am also responsible for developing and monitoring division budget, assisting and
consulting with subordinate supervisors regarding administrative, personnel and
technical engineering problems within the division, and representing department
management in working with boards, commissions, other departments and
agencies, engineering consultants, contractors, and the public. I am also
overseeing the preparation of construction plans, specifications, and contract
documents for various Public Works projects including roads, bridges, water and
wastewater treatment facilities, traffic signals, and traffic and transportation
programs and studies; County’s real property transactions, and formation of
County Service Areas and Underground Utility Districts. In my capacity, I am also
responsible to oversee the involvement of High Speed Rail within the Fresno
County which includes but not limited to review and approval of the design of 11
High Speed Rail overpasses on County roads.
