08/2005 – 09/2014 Senior Engineer

As a Senior Engineer in the Design Division of the Department of Public Works
and Planning, I was in charge of a section that prepared construction plans,
specifications, reports, and estimates for various engineering projects. My staff
were also responsible for administering construction and consultant contract
agreements. In this respect, they were expected to monitor and apply State
Statutes and County Policies for changes in processing requirements in
construction and consultant contract document solicitation, preparation, and
processing. I was also responsible for managing timely preparation of Board of
Supervisors agenda items for Environmental approvals, construction project
advertising and award, and consultant services agreements. I represented the
Design Division in meetings with the public, other agencies, Divisions and
Departments within the County, and Boards and Commissions. Other tasks
included; review of traffic impact studies in relation to development and design
projects, processing of project environmental applications, administering the
County Plan Line program, maintaining traffic signal priority list and the railroad
safety and grade separation program.
08/2002 – 08/2005 Project Engineer

My responsibilities as a project engineer in the Roads and Bridges section of the
Design Division were to design and manage projects from the planning stage all
the way through construction. The design aspect of the work included tasks such
as identifying design criteria, preparing plans, specifications, and cost estimates.
From the project management standpoint, I had to follow through with funding
applications, environmental clearances and permit applications, preparation of
Request for Proposals and consultant selection and oversight, and overseeing the
project budget and schedule. During my tenure in this section, I designed and
managed several projects including two bridge replacement projects on Howard
Avenue and the Academy Avenue road widening project which involved widening
of a two- lane road to four lanes over a stretch of 8 miles including replacement of
5 bridges and numerous irrigation facilities. I also designed Phase III of the
American Avenue Disposal Site (AADS) located in southwest of the Fresno
County. This project included the design of perimeter roads, landscaping and
irrigation wells, monitoring wells, design of the composite liner system for module
1, evaluation of fill sequence which were previously planned in phases I and II.
This $15M project was designed and constructed considerably under budget and
with the cost savings, County of Fresno was able to simultaneously construct
modules 2 and 3 immediately afterwards, which I also designed.
08/1999 – 01/2003 Assistant Professor
Dept. of Mechanical Engineering and Applied Mechanics
North Dakota State University (NDSU), Fargo, ND 58105
This position involved teaching graduate and undergraduate courses in
mechanical engineering and applied mechanics. The courses that I taught at
NDSU include Modeling of Engineering Systems using MATLAB, Mechanics of
Materials, Dynamics, Mechanics of Deformable Solids, Mechanics of Impact and
Advanced Dynamics. Other responsibilities included laboratory development and
research, student advising, and committee service. The focus of my research was
on constitutive modeling and impact response of polymeric composites, damage
repair of thick composite laminates and hydrodynamic ram effects on composites.
