HOW DO WE GET THERE?

We resolve to implement and monitor the following strategies that will increase
employment levels taking into account new entrants to labor force every year,
ensure that jobs are decent, and underemployment is reduced.

Increase local and foreign investments in the industry sector particularly Manufacturing and
Construction by: (a) implementing the Manufacturing Industry Roadmap (MIR) and modernizing
incentive regime to remove nationality and export-biases and make incentives more relevant to
investors and competitive with other major ASEAN economies; and (b) accelerating
infrastructure spending to 7% of GDP thereby promoting 2017-2022 as the Golden Age of
Infrastructure for the Philippines.

Invest in human capital development. Systematically assess future skills needs, taking into
consideration transformation of jobs due to technology and new production conditions, and
make this part of industry development strategies. Foster industry-academe linkage to meet
labor market needs and reduce future job-skill mismatches.
