            Food Packages as Social Assistance for Women



            and Vulnerable Groups in Surabaya City in Gender

                        The COVID-19 pandemic has positioned women and vulnerable groups (disabled,


                        elderly  and  children)  in  a  slumped  condition.  This  downturn,  both  in  terms  of

                        termination  of  employment,  multiburden  to,  domestic  violence  to  poverty.  The

                        Surabaya  city  government  seeks  to  prevent  new  poverty  with  social  assistance

                        programs  in  the  form  of  food  and  food  packages  for  the  poor.  This  study  focuses


                        on  gender  analysis  of  food  social  assistance  and  food  packages  from  corporate

                        social  responsibility.  The  research  was  carried  out  from  April  to  July  2021  in  the

                        city  of  Surabaya  with  the  empirical  method.  The  results  showed  that  the  food


                        social         assistance              program              was         designed              and        implemented                     with         a    gender

                        perspective                because             there         was        a    process            of     delivering             food         to     the       elderly,

                        children            and        disabilitieswhile                    the       (corporate              social         responsibility)                 CSR         food


                        package  program  has  not  used  a  gender  perspective  because  it’s  not  based  on

                        women,              children             and        disabilities              and        the       elderly           specifically,              there         is     no

                        food/groceries                  or     special          packages              to     meet          the       needs          of    vulnerable               groups,

                        including  there  is  no  inclusion  program  that  accompanies  self-reliance  women


                        and        vulnerable               groups.           However,              the       initiation           of     this       food        aid       package             is

                        sufficient to relieve low-income communities by mobilizing the resources of local

                        companies,  social  institutions,  caring  communities  as  well  as  educational  and

                        religious institutions to donate to others affected by COVID.
