In the global conversation, gender inequality in various aspects of life is still
experienced by women in formal and informal public spaces. This study wants to
describe how the accessibility of women for important positions in formal
institutions, especially those related to decision making. Researcher wants to
examine how strong the role of women in creating a social world. This study also
wants to explore women's bargaining position in the bureaucracy system. This
research question about ,will the broader access for women to upgrade their
social capital through education enable women to have an equal position with
men in the bureaucracy?
Equal access and space in the bureaucracy is not only related to the type of
work and position but also how influential women's voices are in making
decisions and determining policy directions in a formal institution. Women's role
is not just considered about he content of the ideas, or the educational
background of women, but also the relationship between women and men and
the overall bureaucratic system in formal institutions. In this study, researcher is
also interested seeing how the influence of the set of social values (religion,
ethnicity, etc.) possessed by women enable them to survive in the world of work.
This set of values influences the stock of knowledge possessed by women who
work in the bureaucratic system.
Role and socialization theory are used as analytical tools in this study
specifically for gender roles. According to Soedjito (1968), gender roles are usually
internalized through socialization. Socialization of gender roles can be through
family, school, and the media. These socialization actors greatly influence and
determine how gender roles are formed and interpreted. The gender role of the
researcher's standpoint in this paper is something that contextualized with space
and time, not something that is given. Rose (1974), “Women's Work: Women's
Knowledge” also emphasizes that individual knowledge and awareness is not
something abstract and far from experience or something that is given by certain
processes or separated from social reality. Individual knowledge comes from
working on, practice, and changing the world.
