Mainstreaming in the Regions

The existence of a gender focal point in each regional apparatus organization is
intended to be able to oversee the implementation of gender mainstreaming
into every policy and program that is prepared so that it can run effectively. The
purpose of this study is to determine the plan to improve the performance of
gender focal point in each regional apparatus organization to an integrated
performance measurement system based on Soft Systems Methodology (SSM) in
Solok Municipality, West Sumatra Province. This study uses a qualitative analysis
method, namely the Soft Systems Methodology (SSM) with root definition
components, compiling an image called a rich picture, and analyzing six
CATWOE elements. Data collection techniques use Focus Group Discussion and
in-depth interviews with informants determined by purposive sampling
technique. The result achieved from the research is to obtain an integrated focal
point gender performance improvement plan based on a four-step integrated
performance measurement system based on Soft Systems Methodology (SSM).
The gender focal point consists of gender-sensitive individuals whose function is
to encourage gender mainstreaming in the planning and budgeting policy-
making process in the regions. The existence of a gender focal point is to
encourage the awareness of all planning teams in each regional organizational
unit so that they can develop programs and activities in their work units by
taking into account the issue of gender equality. The issue of gender equality is
used to reduce the gap between the gender development index and the human
development index, so that in the preparation of programs and activities, male
and female beneficiaries should be considered equally.
