This research is to explore a comprehensive understanding of domestic violence

policies and programs (UU PKDRT) from the perspective of community

organizations that handle cases of violence against women in Sorong, Papua.

This study aims to describe and analyze the role and movement of the

community in the context of preventing cases of domestic violence, as well as

the relationship between the community movement and the local government.

Data was collected through observation, in-depth interviews and Focus Group

Discussion. The results of this study indicate that the model of the relationship

between policies and movements in society related to PKDRT was built because

of the harmonization efforts in policy implementation. In this regard, cooperation

between the local government and the community movement is very important

in preventing and resolving the problem of domestic violence in Sorong Papua. It

is necessary to emphasize the importance of the initiatives of civil society

organizations in opening complaints services, handling and recovering victims of

violence against women. They provide services to overcome the problems faced

by women victims quite efficiently and effectively because at the end of the

treatment given, in addition to carrying out recovery they also make efforts to

make victims economically independent. Thus, the presence and participation of

community movements is very helpful to build a good relationship between

policies and bottom-up movements in society that are influenced by existing

values and norms. However, there are also obstacles in the implementation of the

program such as the lack of an integrated service team and the lack of

information in the community about the existence of programs both by the

government and the community that handle domestic violence
