This order was in response to the revision of the 2022 DKI Jakarta UMP which had become a
polemic. Some time ago, the Governor of DKI Jakarta Anies Baswedan revised the 2022 DKI
Jakarta UMP which was originally increased by 0.85% to 5.1% or equivalent to Rp. 225,667.
The revision caused a polemic, businessmen did not accept it and accused Anies of violating
Government Regulation (PP) Number 36 of 2021 concerning Wages.
According to the entrepreneur, the Manpower Office in each region is obliged to provide
understanding to employers and workers that the minimum wage is a safety net that must be
given to workers for less than 12 months.
For workers who have worked for more than a year (12 months) provisions on the structure and
scale of wages are applied. If there is a dispute, the Manpower Office must escort the disputing
parties to have a bipartite or tripartite dialogue.
“Local governments must prioritize the tripartite mechanism in solving problems related to
employment,” he explained.
In addition to the Minimum Wage (UM), employers are also required to implement the structure
and scale of wages in their company. This is intended so that there are no more workers who
are still paid the UMP even though they have worked for dozens to tens of years.
“The government is obliged to mediate with companies/employers to immediately compile and
determine the structure of the wage scale, and carry out technical guidance through facilitation,
consultation, education, training, research, and development,” explained Putri.
If the structure and scale of wages does not produce results, then technical supervision will be
carried out. Moreover, if the technical supervision is not successful, then further steps are carried
out in the form of regular inspections or special investigative inspections.
“From the results of this last examination, if it is proven that there are errors, the government
will then use it to enforce sanctions in accordance with the provisions of laws and regulations,”
he said.
As is known, the reason Anies revised the DKI Jakarta UMP 2022 is because of the injustice
resulting from the application of the UMP formula which could harm workers in the industrial
sector. He said workers in the industrial sector were experiencing growth in the midst of the
pandemic.
The sectors referred to by Anies include the transportation and warehousing sector, financial
services, health services, information and communication and social activities.
The decision was based on a review and discussion with all stakeholders regarding the projection
of economic growth in the Jakarta area.
“With an increase of Rp 225 thousand per month, then our brothers, the workers can use it as
a supplement for daily needs. More importantly, through this decent increase in UMP, we hope
the purchasing power of the community or workers does not decrease,” he said. Anies in his

There’s Anies Effect
Anies’ decision to revise the DKI Jakarta provincial minimum wage in 2022 has a long tail. This
has a domino effect to other provinces. The workers have stormed the Banten Governor’s office
to ask for a revision to the 2022 UMP increase.
