          Title III Administrators are often faced with making difficult
          decisions by executive leadership at their respective institutions.
          In making difficult decisions, Title III Administrators have to
          focus strongly on the four Focus Areas, Legislative Allowable
          Activities and Legislative Allowable Activity Process Measures.
          Additionally, Title III Administrators must have courageous
          conversations with campus executives, faculty and staff about
          their proposed Title III Activities without always saying “NO”
          but adjusting proposed activities to meet the institutional needs
          identified in its strategic plan.

          This session is designed to assist session attendees about how to
          think through proposed activities requested to be funded with
          Title III funds. To open the session, the presenters will review
          two documents that they use to connect Focus Areas, Legislative
          Allowable Activities and Legislative Allowable Activity Process
          Measures. Next, similar to the game show “Deal or No Deal”
          hosted by iconic host Howie Mandel, four randomly selected
          participants will choose briefcase after briefcase until they are
          faced with a significant Title III scenario centered on the four
          Focus Areas. The scenarios will be based on a request for fund-
          ing from an employee at the institution and each scenario will
          be categorized under one of the four Focus Areas. All scenari-
          os will be related to the workshop strand, Transformation and
          Innovation. Once the four randomly selected participants have
          chosen a briefcase with a scenario, they will work in groups with
          other session attendees to determine if they will make a “Deal”
          or “No Deal” to fund the activity in the scenario. If they make a
          “Deal” they will have to determine the appropriate Focus Area,
          Legislative Allowable Activity, and the Legislative Allowable
          Activity Process Measures. If the group decides to choose “No
          Deal”, they will have to strategize on how to make it a “Deal”. In
          order to make it a “Deal”, participants will have to adjust the sce-
          nario to assist the institution in meeting as much of the desired
          goal as possible without being out of compliance. The group
          will also determine the appropriate Focus Area, Legislative Al-
          lowable Activity and the Legislative Allowable Activity Process
