          Mrs. Beverly Hill-Hercules serves as the Executive Di-
          rector of Title III Programs at Grambling State University,
          where she oversees and monitors the entire HBCU, SAFRA,
          and Masters grants. This is done to ensure that all activ-
          ities make substantial progress toward the achievement
          of objectives, expending funds in a timely manner, to as-
          sess how activities have strengthened the university, and
