                 the University of Arkansas at Pine Bluff (UAPB).






                                                                     Kenneth Mercury is the Budget Analyst at Oakwood Uni-
                                                                     versity.  He is responsible for the management and execution
                                                                     of all budget matters related to the Title III grants. Although
                                                                     he is new to the Title III area, May 2018, his professional
                                                                     career and expertise brings a different perspective to the Ti-
                                                                     tle III Program Office. Kenneth believes in innovation and
                                                                     team-work. Through his attention to details, he initiated a
                                                                     Title III flow chart to assist all Title III personnel in under-
                                                                     standing and following the spending process, streamlining
                                                                     when to use Institution or Title III funds. Kenneth works
