4.  Add the peas and carrots to the beef mixture. Cook for 3 minutes
               or until hot.
             5.  In a medium bowl, whisk together the beef broth, tomato paste,
               tamari, and remaining salt and pepper. Pour the mixture over the
               beef, and stir to combine. Cook for 3 more minutes or until the
               liquid is absorbed.
             6.  Spoon the beef mixture into an 11-by-7-inch baking dish. Spoon
               the mashed potatoes over the beef mixture in an even layer. Use
               a fork to make a crosshatch design.
             7.  Bake for 30 minutes or until the potatoes are golden brown and
               filling is bubbly. Let stand for 5 minutes before serving.
             8.  Serve hot.
             Serves 6. Prep time: 10 minutes. Cooking time: 45 minutes.
             Total time: 55 minutes (plus 5 minutes to stand).
