忠诚、责任、能力、荣誉是领导人员的关
键素质，领导人员要以“为企业创造价值”为
己任，提升 1543 能力素养②，牢固树立“向
成功者倾斜是企业最大公平”的绩效理念，培
育企业家精神和工匠精神，进一步激励广大干
部新时代新担当新作为，激发领导人员干事创
业动能，为开拓者提供广阔空间，为敢于管理
者提供组织保障，为改革者撑腰，为探索者护
航，为担当者担当。
我们鼓励员工参与决策、自主管理，促进
员工的发展；我们建设学习型组织，促进团队
发展。我们追求团队成员“聚似一团火，散若
满天星”。

Loyalty, responsibility, competence and credit
are the key qualities of leaders. The leaders should
take “creating value for enterprises” as their own
duties, improve 1543 ability accomplishment②,
firmly establish the performance concept that
“leaning towards winners is the greatest fairness of
enterprises”, foster entrepreneurship and the spirit
of workmanship, further encourage extensive cadres
to take on new roles and make new actions in the
new era, stimulate the entrepreneurial momentum
of leaders and officers, provide broad space for
pathbreakers, provide organizational guarantee for
the person daring to manage, provide support for
reformers, escort explores and be responsible for the
person in charge.
We encourage employees to participate in
decision-making and independent management,
promote the development of each employee’s
capability; build the learning organization and
promote team development. We hope that the team
members show “Gather like fire and scatter like
stars”.

Happiness comes from the gratitude of
development of times, the glory of enterprise
development; trusted, respected, fair and transparent
organization atmosphere; trust and attention from
taking responsibilities; the joy of harvest and sharing
after hard work; calm for dedication to the enterprise;
and a good state of mind and body shape.
Employees’ happiness space depends on
the development space of the enterprise. We will
make unremitting efforts for continuous expansion
of the enterprise’s development space and staffs’
happiness space.
