PARLIAMENTARY RULES AND USAGES.
The following at'e the complete rules, in a plain and com pact form, for con
ducting 41 public m eeting:
Quorum.
A. quorum is a sufficient number o f the member* o f su association to legally
transact business. Unless a quorum is present 120 business is in order, except to
adjourn. A majority o f the members constitute* ft j>atutal quorum, but the by-heivs
o f the association m ay prescribe a smaller number.
The Chairman.
It is the duty of the chairman to open the m eeting at the timo 15xc.cl upon, by
taking the chairs calling the house to order, to announce the business before the
house in the order in which it is to be c.eted upon; to receive and submit all
motions ; to put Lt> vote all questions which me regularly jn overt, or which neces
sarily arise in the course of proceedings, and to announce the result; to restrain
every one, when engaged in debate, -mlbm the rules o f order; to enforce the
observance of order and decorum , to appoint committees ; to authenticate by his
