                                                     Main indicators 3: Creation


                                                     Creating means that a person can create, use,
                                              and track media and information. Which is divided

                                              into  4  sub-indicators,  namely  communication
                                              creation participation and tracking and controlling

                                                     1.  Creative  means  a  person  can  create  and
                                              produce new information new media content, new

                                              knowledge  for  any  specific  purpose  one  can  be
                                              innovative ethical and creative.

                                                     2.  Communication  (media  content)  means
                                              people can communicate information, information,

                                              media content and knowledge legally, ethically and

                                              efficiently by using appropriate channels and tools.
                                                     3.  Participation  means  that  people  can

                                              participate with media and information providers. To
                                              express  their  thoughts  with  respect  to  each  other

            accepting differences in ideas or perspectives democratically. With a variety of
            methods that are ethical, effective and effective.

                    4. Observation means that a person can follow the impact of information
            and knowledge media that has been created and published. Including monitoring

            the impact of information media and knowledge of other service providers as
            well.
