The purpose of the survey
1. To survey the status of media and information literacy and digital literacy
of Thailand, according to UNESCO's international assessment framework as
representation data, which can reflect to current status of media and information
literacy and digital literacy in national, regional, and provincial status.
2. To obtain insight about the behavior of digital technology usage, including
conducting knowledge, understanding, and status of media and information
literacy and digital literacy of Thai populations as analysis methods for developing
guideline, policy, and standard in promoting self-development to be digital citizen
in social contexts, which can specified as target group for supporting and
promoting human development in each province for developing technology to
support daily life, that aligned with official’s digital economy and society plan.
MIL Assessment Framework
UNESCO’s Media and Information Literacy Assessment Framework has
identified 3 main indicators for the assessment which are; access, evaluate and
creation. Meanwhile, the Office of the National Digital Economy and Society
Commission (ONDE) conducted 9 indicators for Digital Literacy assessment which
are; digital rights and responsibility, digital access, digital communication, digital
safety, media and information literacy, digital ethics, digital health, digital
commerce, and digital law. These indicators are used as the framework for
surveying status that accordance to standard, along with collecting digital usage
behavior that is related to indicators for using to survey Thai populations, which
can be separated to 2 group, which are 10 smart provinces and 67 provinces for
directing as regional and national status. For conducting survey, survey samples
were selected for 10,700 samples, according to principle of Yamane (1973:1088)
