Project: Development of a Master Plan for Integrated Air Information Management in Thailand (SWIM Master Plan) (Ongoing Project)
(Project Duration: January 2023-August 2025)
The Civil Aviation Authority of Thailand (CAAT) conducted a series of focus group meetings with relevant stakeholders across various sectors between July and October 2024. These consultations were organized into two main phases:
Phase 1: Meetings with 10 specific target groups, including: SWIM and Airline Operations, SWIM and Airport Operations including A-CDM and Airport Information, SWIM and MET, SWIM Governance, CAAT on Policy and Regulations related to SWIM, Information Policy and Security in SWIM, Cybersecurity in SWIM, SWIM Technical Infrastructure, SWIM and Emerging Airspace Users & SWIM Next Stroke, and SWIM and ATM
Phase 2: Integration-focused sessions involving combined stakeholder groups: Airline Operations, Airport Operations, MET, SWIM Governance, Policy and Regulations, Policy and Security, Cybersecurity, Technical Infrastructure, Airspace Users, and ATM.
The meetings aimed to gather stakeholder feedback and monitor the progress of the National Roadmap for transitioning from Aeronautical Information Services (AIS) to Aeronautical Information Management (AIM). The feedback and data collected are being used to draft the SWIM Master Plan as per the established timeline.
Upon its completion, the SWIM Master Plan will serve as a comprehensive, written operational guide for new entrants, high-altitude airspace operations, and all relevant stakeholders. The plan will support the development of Thailand’s aviation data exchange infrastructure in line with the System Wide Information Management (SWIM) concept
