กพิ่ที่.นําาสำ่งรา่ งบินั ที่กึ ขอ้ ตักลงคัวามรว่ มมอ้ (Memorandum of Understanding: MOU) ระหว่าง กพิ่ที่. และ ICAO เสำนอ ICAO หลังจากได้้รับิมตัิการปีระชุ่มคัณ์ะรัฐมนตัร่เร้อง การลงนามในร่าง MOU เพิ่้อให้ผู้้้บิรหิ ารสำ้งสำุด้ของ ICAO ลงนาม และเสำนอรัฐมนตัร่ว่าการกระที่รวงคัมนาคัม (รวคั.) ซึ่ึงได้้รับิ การลงนามแล้ว เม้อวันที่่ 24 มกราคัม 2568 โด้ย MOU ฉีบิับิด้ังกล่าวจะเปี็นปีระโยช่น์ที่ังในด้้านการสำร้างคัวามร่วมม้อ ระหว่างปีระเที่ศ และเพิ่ิมโอกาสำในการพิ่ัฒนาศักยภาพิ่ของ บิุคัลากรจากปีระเที่ศกําาลังพิ่ัฒนา ให้สำามารถึที่ําางานในระบิบิ การบิินระด้ับิสำากลได้้อย่างม่ปีระสำิที่ธิภาพิ่ ถึ้อเปี็นการสำ่งเสำรมิ บิที่บิาที่ของไที่ยในฐานะศ้นย์กลางการฝ่ึกอบิรมระด้ับิโลก

กพิ่ที่. เปี็นผู้้้แที่นจากปีระเที่ศไที่ย เข้าร่วมการปีระชุ่ม ของ ICAO ANC Technical Panels และ Working Groups ในด้้านที่่เก่ยวข้องกับิ Air Navigation Services (ANS) เพิ่้อให้ปีระเที่ศไที่ยม่สำ่วนร่วมและสำามารถึให้ข้อคัิด้เห็นในการ พิ่ัฒนามาตัรฐานการบิินในการปีระชุ่มเวที่่สำากล และให้การใช่้งาน คัล้นคัวามถึ่ด้้านการบิินในปีระเที่ศม่ปีระสำิที่ธิภาพิ่และเพิ่่ยงพิ่อ ตั่อการใช่้งานบินพิ่้นฐานของคัวามปีลอด้ภัย รวมถึึงเปี็นผู้้้แที่น เข้าร่วมการปีระชุ่มในฐานะ Observer จําานวน 2 คัรงั ได้้แก่
1) การเข้าร่วมการปีระชุ่ม Frequency Spectrum Management Panel Working Group คัรงั ที่่ 18 (FSMP WG/18) ระหว่างวันที่่ 6-16 กุมภาพิ่ันธ์ 2567 ณ์ ICAO สำําานักงานใหญ่ ปีระเที่ศแคันาด้า
2) การเข้าร่วมการปีระชุ่ม Frequency Spectrum Management Panel Working Group คัรงั ที่่ 19 (FSMP WG/19) ในระหว่างวันที่่ 15-26 กรกฎาคัม 2567 ณ์ ICAO สำําานักงานใหญ่ ปีระเที่ศแคันาด้า
โด้ย กพิ่ที่. จะด้ําาเนินการตัิด้ตัามคัวามคั้บิหน้าในการพิ่ัฒนา ด้้านการบิิน และการปีระชุ่มที่่เก่ยวข้องกับิการบิริหารจัด้การ คัวามถึ่ เพิ่้อเข้าร่วมในการปีระชุ่ม ICAO ANC Technical Panel คัรงั ตั่อไปี
Project: Collaboration between CAAT and ICAO on Regional Training (Ongoing Project) (Project Duration: January-December 2024)
The Civil Aviation Authority of Thailand (CAAT) submitted a draft Memorandum of Understanding (MOU) on cooperation between CAAT and the International Civil Aviation Organization (ICAO), following the Cabinet’s resolution approving the signing of the MOU. The draft was forwarded to ICAO for signature by its senior leadership, and subsequently signed by Thailand’s Minister of Transport on 24 January 2025.
This MOU is expected to yield significant benefits by strengthening international cooperation and enhancing the capacity of personnel from developing countries, enabling them to operate effectively within the global aviation system. It also reinforces Thailand’s role as a global training hub in the field of civil aviation.
Project: Promoting Personnel Engagement and Representation in International Forums (ANS Sector) (Project Duration: January-December 2024)
The Civil Aviation Authority of Thailand (CAAT) participated as Thailand’s representative in ICAO’s Air Navigation Commission (ANC) Technical Panels and Working Groups related to Air Navigation Services (ANS). This participation enables Thailand to contribute to the development of international aviation standards and ensure the efficient and safe use of aviation frequency spectrum domestically.
CAAT also attended the following meetings as an observer:
1. 18th Frequency Spectrum Management Panel Working Group Meeting (FSMP WG/18), held from 6-16 February 2024 at ICAO Headquarters, Canada.
2. 19th Frequency Spectrum Management Panel Working Group Meeting (FSMP WG/19), scheduled for 15-26 July 2024 at ICAO Headquarters, Canada.
CAAT will continue to monitor developments in aviation and spectrum management and plans to participate in upcoming ICAO ANC Technical Panel meetings to maintain active involvement in global discussions.
