STRATEGIC DIRECTION TOWARDS THE REALIZATION OF THE VISION



          RATIONALE:
               TABLE OF CONTENTS


          After 40 years from its founding, the Isabela State University (ISU), particularly the
          Echague Campus, has evolved into a prime center for excellence and learning in
          Region 2, Philippines. It continues to pursue its mandate in accordance with                                                  ISU strategic planning process 2019-2023
          Presidential Decree Nos. 1434, 1437 and RA 8292 of providing advance instruction
          in Agriculture, arts, technical, technological and other related fields as well as
          to conduct basic and scientific researches and carry out community service.

          With its Vision to be a leading, vibrant, comprehensive and research university in the
          country and the ASEAN Region within the next 2 decades and its paramount Mission
          of developing highly trained and globally competent professionals equipped with
          knowledge and technologies for sustainable development, the university has to
          persistently improve on its academic programs and physical development of its
          echague campus attuned to its program offerings, desired environment for learning
          and research and  climate change.


          The University’s quad strategic goals anchored on 4 key areas of (1) Quality and
          Relevant Academic Programs; (2) Research and Development; (3) Extension and
          Training Advisory Services; and (4) Resource Generation, will serve as guide for the
          Echague Campus to be a major contributor to the realization of the university’s
          over-all Vision as targeted.


          The challenges encountered by the government in food security and disaster
          management  brought about by climate change has made it imperative for the
          university to accelerate the attainment of its strategic goals and be an enabler of
          government’s programs. The ISU Echague Campus can significantly aide in the
          success of the food security program of government, particularly in research and
          breakthroughs on climate change resilient crops/plants and animals.


         By developing its physical infrastructure to ensure Inter-disciplinary collaboration and free exchanges of ideas among students; The allocation of areas for revenue
         generating projects which can provide extensions to research, production and market;  The technology needed to be in place to ensure connectivity with regional and
         international research centers which can complement its offerings and research; The current and future space or area utilization to accommodate increase
         enrolment; and, The demand in utilities for short, medium and long term, will allow the  university to enhance further its competence and attain its set goals.


         It is essential for the Echague campus to adopt climate change resiliency in design and physical development, preserve its core identity in relation to future
         developments in accordance with its vision, and, implement development concepts that can make the area a university town given its proximity to the main road, municipal
         complex and high density communities, so it can continue to preserve and improve its status as a regional center for learning and research, and development in the
         years to come.


         While maintaining  an “open university” approach for freshman, the university, particularly the main campus in Echague, must not lose focus in its main thrust which is in
         the field of Agriculture. It must encourage incoming students to take Agriculture, Agriculture-related and science courses as these are among the bright spots in the
         years to come, given that food security and disaster mitigation have direct bearing on national programs. The Agriculture, Agriculture-related and science programs
         must encourage critical thinking aided by readily available state of the art facilities. Serious consideration must also be given to the rationalization of program
         offerings (now more than 80) avoid redundancies and fiscal inefficiencies.
