Juan has extensive local, national, and international experience in land use and transportation planning. His expertise includes design, coordination, and im- plementation of multidisciplinary projects including policy and systems planning, transportation statistical analysis, travel demand forecasting, Intelligent Trans- portation Systems (ITS), and Geographic Information Systems (GIS).
RELEVANT EXPERIENCE
Feasibility Report for Outdoor Activity and En- tertainment Overlay District, St. Lucie County, St. Lucie County. WGI provided planning and traf-  c engineering services for the establishment of an “Outdoor Activity and Entertainment District” on ap- proximately 2,500 acres in the area surrounding the St. Lucie County Fairgrounds. Currently the Future Land Use and Zoning for the area is Agriculture (AG- 5), with the exception of the County Fairgrounds property, which has a Future Land Use designation of Public Facilities (P/F) with a compatible Zoning classi cation of Institutional. The property is located west of the existing Urban Service Area, which ne- cessitated a Future Land Use Map amendment and traf c analysis. WGI staff prepared a feasibility report, which included data collection, public and developer outreach, and presentation of our  ndings to the St. Lucie Board of County Commissioners.
Westgate Avenue Corridor Streetscape Plan, Palm Beach County, Westgate Belvedere Homes CRA. WGI prepared a plan for the 1.5-mile Westgate Avenue Corridor Streetscape project. The Westgate CRA was awarded a $25,000 grant by the Depart- ment of Economic Opportunity to further a study on
a streetscape design for the Westgate Avenue Corridor. The study is to promote improved walkability and other multi-modal transportation opportunities, in addition to beautify, en- hance, and create an environment that will attract new investment and foster economic vitality within the project area.
The Society of the Four Arts-Traf c, Palm Beach County, Conkling and Lewis Con- struction, Inc., Project Manager, Supervisor. Traf c engineering services to obtain Traf c Concurrency in Palm Beach County as it relates to the Site Plan Amendment to modify the existing mall lawn area to stabilized sod parking and extend the mall area.
West Lake Worth Road Corridor Master Plan, Palm Beach County, Florida, Traf c Planner. The West Lake Worth Road Corridor is the largest undeveloped tract of land within the Urban Services Boundary in Palm Beach County, consisting of approximately 600 acres. This Corridor is an area de ned generally by the L-11 Canal to the north, Florida’s Turnpike to the east, the L-14 Canal to the south and SR 7 to the west. The Lake Worth Road Coalition was created by residential communities in response to the increasing pressures for devel- opment within the Corridor. Juan worked with the Coalition and Palm Beach County staff to develop a master plan and design guidelines to ensure future development is designed and constructed in a manner that is consistent with the character and vision of the surrounding communities. The master plan developed for the corridor identi es locations where changes in land use are desired. it also established a transportation network and open space plan, while the design guidelines for the corridor established speci c requirements for future de- velopment. Juan represented property owners in the land use amendment process and evaluated alternatives to the 2030 Long Range Transportation Plan to identify the projects impact and to present transportation alternatives to Palm Beach County.
Palm Beach County Traf c Performance Standards Geodatabase, Palm Beach Coun- ty, Florida, 2005. Juan supported Palm Beach County (PBC) with the Quality Control and Quality Assurance for the Palm Beach County Traf c Performance Standards (TPS) data- base development. The TPS database is a Geographic Information System application that supports the Traf c Concurrency application process, and functions as a Decision Support System providing PBC Traf c Division and traf c consultants with cutting edge technology to monitor the existing and approved traf c in each roadway link and intersection of PBC major thoroughfare roads.
