Howard W. Grant, Ph.D.
Howard W. Grant, Ph.D. is the Vice President of Community, Governmental and Exter-
nal Affairs for Atlanta Housing. He manages local partnerships and relationships with
governmental and local stakeholders around affordable housing and community devel-
opment. Previously he served as the Executive Director of the Atlanta Board of Education
where he insured that the Board and the school system’s mission, programs and policies
were cohesively presented to parents, students and external partners.
A scholar-practitioner in the field of urban policy, governmental affairs, environmental
justice and board governance, he has provided leadership training to immigrant and refu-
gee communities throughout metro Atlanta. As a faculty member at Atlanta Metropolitan
College for over ten years, he taught American government and comparative politics. He

VP of Community, Governmental/ is currently an adjunct professor of political science at Clark Atlanta University where he
leads the urban planning, government relations and public policy concentrations.

A graduate of Morehouse College, he majored in Political Science and then earned a
Masters and Doctorate degrees from Clark Atlanta University specializing in governmental
affairs, international relations, urban planning and public administration.
Dr. Grant serves on the Board of the Fulton Atlanta Community Action Authority as
Chairman. He is a member of the Board of Livable Buckhead, Inc. and 100 Black Men of
Atlanta, Inc., where he served as a board member and the Chair of Programs. He is also
affiliated with the Atlanta Black/Jewish Coalition; and is a fellow of the Charles Kettering
Foundation, the Diversity Leadership Academy of Atlanta, Leadership Atlanta – Class of
2006 and the Urban Land Institute Center for Leadership Class of 2019.
