The Board then voted to direct JLAP to rework its budget to:
• Reflect the $300,000 LSBA contribution in lieu of the $374,524.63 which was
requested;
• Reflect the additional income from the LSBA dues check-off, which JLAP had been
using to fund its foundation;
• Address the remaining shortfall by cutting costs where possible; and
• Submit the revised budget to the LSBA as soon as feasible.
b. 2019/2020 Budget
Ms. Sonnier reviewed the proposed budget, highlighting those items which she deemed most
important, along with those items which reflected any significant changes from FY
2018/2019. Ms. Dartez moved for adoption which motion was seconded by Mr. Talley. A
lengthy discussion followed.
Mr. Tarpley expressed his concern over the government relations expenses and moved to
reduce this line item to zero, which motion was seconded by Mr. Hurd. After some discussion,
the question was called, and the motion failed.
The question was called on adoption of the budget as presented by Ms. Sonnier. The motion
was approved, with Mr. Sternberg and Mr. Tarpley voting against adoption.
Agenda Item 9. Election Procedures 2019/2020 – Loretta Larsen
Ms. Larsen reviewed the election procedures, noting that the following positions would be elected in
the coming year:
• Board of Governors representatives from the First, Second, Third and Fifth Districts;
• House of Delegates representatives from the First through Nineteenth Judicial Districts;
• All 15 members of the Nominating Committee; and
• Two delegates to the American Bar Association House of Delegates, plus one young lawyer
delegate.
She noted that the elections would again be conducted online only, in accordance with procedures
adopted a number of years ago.
After a brief discussion and upon motion by Mr. Grodsky and second by Ms. Suggs, the Board
unanimously approved the election procedures.
Agenda Item 10. Louisiana Board of Legal Specialization – Robert A. Kutcher
Mr. Kutcher reviewed the proposed 2019-2020 Louisiana Board of Legal Specialization roster, noting
who were reappointments, who were new members and those being elevated to officer positions.
