2.0 Development Overview
2.1 The Scheme
I visited St Mary Le Park Court on 8th November 2017, meeting with one Director from St Mary Le Park Freehold Limited. We conducted a walk of the development.
The scheme comprises 38 apartments. The scheme is superbly situated adjacent to Battersea Park, and bene ts from landscaped gardens, allocated undercroft parking on two levels, and an additional podium landscaped garden. Internally there are two lifts, a refuse chute and predominantly hard ooring to common staircases and landings.
2.2 Site Observations Site Presentation
During our site visit the following areas were noted as requiring attention, improvement or could be deemed non-compliant, either from direct observations or via commentary from the accompanying Director.
A major programme of high level repointing and brickwork repair is required to bring the development back to the required standard
An upgrade in terms of speed and reliability to both passenger lifts
Water seepage from 1st oor podium landscaped garden
Insecure entrance doors and poor signage, and presentation on site
Poor standards of decoration and oor coverings to parts of the internal communal areas
Lack of any management reporting, or visible presence from the current agents
Poor attention to detail on contractor procurement, general maintenance and speed of repairs being undertaken
Potential breaches in Health and Safety due to lack of method statements
No proactive resident communication or portal
Poor communication at all levels with Directors and residents alike
Existing management agents operate reactively, providing a basic level of service
Over reliance on Directors to recommend, and manage actions which are the managing agent’s responsibility
Requirement for a full asset survey and Long Term Maintenance Plan (LTMP)
Requirement for detailed nancial planning for service charge and life cycle costings over next ten years
An updated Buildings reinstatement valuation
The standard of site presentation and management practice at St Mary Le Park Court directly a ects all residents. The primary areas to be addressed are maintaining compliance, improving Health and Safety standards, an e ective, regular on site local presence, along with value for money.
In addition, we would look to investigate and resolve any Service Charge issues on site, in accordance with the individual lease requirements, as well as identify a suitable contribution to a reserve fund and rigorous nancial management.
