Receipts
Current regulations permit individuals to present a receipt showing that they have applied for a replacement
document if the individual is unable to provide a required document or documents at the time of hire . The individual
must present the required document or documents within 90 days of hire . This provision provides flexibility in
situations where, for example, an individual has lost a document . A receipt indicating that an individual has
applied for an initial Employment Authorization Document (Form I-766) or for an extension of an expiring Form
I-766 is NOT ACCEPTABLE proof of employment authorization for Form I-9 .
The following are examples of acceptable receipts for Section 2:
1 . A receipt for a replacement of a lost, stolen, or damaged document . The employee must present the
actual document for which the receipt was issued within 90 days of employment .
2 . The arrival portion of the form I-94 or I-94A containing a temporary I-551 stamp and photograph - the
employee must present the actual Form I-551 (Permanent resident card, or “green card”) .
3 . The departure portion of form I-94 or I-94A with an unexpired refugee admission stamp - the employee
must present an unexpired EAD (Form I-766) or a combination of a valid List B document and an
unrestricted social security card .
Attachment Requirements: Photo Matching for List A Documents
Photo Matching allows us to match the photo on a document to the photo that the DHS has on file for that
employee . A List A document establishes both identity and employment authorization . Photo match helps detect
document fraud . One cannot request specific documents in order to activate E-Verify photo matching; but if an
employee chooses to provide a List A document, we are required to make a photo copy of the original document
and attach to the employee’s electronic I-9 . Once the photo matching is complete, the case can be closed .
