CGHS to be replaced with Insurance-Based Scheme under 8th Pay
Commission Reform
The Central Government Health Scheme (CGHS), which has provided healthcare benefits to government employees for
decades, is set to be phased out under the proposed 8th Pay Commission reforms. According to officials familiar with the
development, the government plans to replace CGHS with a comprehensive insurance-based healthcare scheme aimed
at modernizing employee benefits and reducing administrative overhead. The move is expected to offer wider hospital
networks, faster claims, and potentially more inclusive coverage through public-private insurer partnerships.
The new model would align healthcare benefits with global best practices, with digital claim tracking and policy portabil-
ity under consideration. While the plan is still under evaluation, stakeholders anticipate the change to streamline service
delivery and address longstanding complaints of CGHS inefficiencies. However, concerns have been raised about the tran-
sition process, premium sharing structure, and safeguarding benefits for pensioners and lower-income staff. Detailed
guidelines are expected to be released in the coming months.
