only be established by spot inspections . The only
weakness of the checklist is that it draws attention only
to the perils that is listed in the schedule.
(d) Safety Audit - It is a system that brings together the
various techniques relating to both the perception of risk
and the identification of operative causes and perils.
An audit may be undertaken either internally or by external
consultants. In any case a team is required to be assembled
under a coordinator to provide the range of skills and
expertise required. First, the management defines the exact
terms of reference for the audit team.
The members of the audit team are then chosen to provide
the technical skills required to carry the study.
Responsibility for the different parts of the study, e.g,
fire and explosion are then assigned to the members of
the team.
The first stage of an audit is to acquire a thorough
knowledge of (i) the organization, its activities and so
on. (ii) all regulations relating to the safety of its operations
