                                      Chapter 6 : Corruption in the “Carbon World”


                     Figures confuse the short and long form of “billion” and are mixed between metric and

                     The abbreviation “MtC0 ” is universally used to mean metric tons of carbon dioxide yet in

                       many of the UK papers it clearly means millions of tonnes. Similarly, the abbreviation C0

                       and Co  are juxtaposed, which makes tracking progress difficult if not impossible.

                     Annual inventories supplied for approval by the UNFCCCare in gigatonnes of CO , but for

                       internal purposes are in MtCO  and  with entirely different sectorial breakdowns.
                     Many reports, especially by the UK authorities, are undated and seldom if ever show
                       revision numbers
                     Annual figures are co‐mingled with 5 year budgetary periods
                     Figures  are most often expressed as percentages which are meaningless at an
                       operational level.
                     Sometimes LULUFC are included and sometimes not

               Consumers who did not know better might assume that the confusion is deliberate.

               Metrics are also important in deciding on remedial options. For example to what extent solutions
               should be based on capital investment or capital plus installation plus though life costs. Metrics in
               the “Carbon World” are a complex subject and very difficult to follow.

               9.2   GHG Inventory Reporting
               Many reports of GHG inventories do not match up (see page xx). For example, the UK’s annual

               return submitted  to the “UNFCCC 2010” on 13  April 2011, covered only up to 2008 and then
               differed from the figures prepared by the Climate Change Committee (see page xx) and from the
               National Atmospheric Emissions Inventory. The differences are not inconsequential.

               The summary produced by the DECC “Overview GHG Inventory Summary Fact Sheet” of sectorial breakdowns
               adds up to more than 100%

               If the above were not confusing enough, the admitted error rate in the UK’s Inventory is shown
               in small print as plus or minus 17%: coincidentally the delta being enough to meet the 2020
               reductions target.


               UK reports state that per capita emissions amount to 9.7 tonnes which is based only on
               production inputs. When importations and consumption are taken into account, the per capita
               figure rises to nearly 14 tonnes which is supposedly to be reduced to 2 tonnes before 2050. The
               world per capital emissions are around 4.7 tonnes which suggests the near impossibility of the
               UK target unless its citizens return to cave living or become LibDems.  But what you think will

               happen to counter the differences between production and consumption calculations ?
