earthquakes and vector borne and other diseases. They are in short the climatologists’ crystal ball
and are just about as reliable.

The UK Meteorological Office has recently announced that it has abandoned its long‐term weather forecasts
because of repeated inaccuracies which led to much humour among the great unwashed but to considerable
inconvenience for local and central government. Last year, in one of the UK’s coldest and snowiest winters ever
local authorities, who relied on the Met Office forecast of a mild winter, were unable to grit ice bound roads,
leading to an estimated 50 deaths. Despite this the Met Office remains confident in its General Circulation Models
for the 50 years ahead.

The bottom line is that General Circulation and other models are highly inaccurate. The
parameters used to drive them are selected from those that are the most obvious and based on
data that happens to be the most readily available. There are critical elements and vital data that
cannot be modelled.

When the models are run on old data (called “hindcasting”) the “predictions” are quite
different from weather that transpired in real life. This is believed to be the main reason why the
IPCCC never issues forecasts but prefers to offer “scenarios” leaving the media and readers to
select the variables, but trusting that they will chose the most “scary”.

8.10 Alternative Theories
A number of alternative theories have been advanced to explain climate change but have either
been dismissed or not considered fully by the IPCC possibly because none of them are capable of
mitigation by human intervention and because of this cannot be taxed. It is not necessary to
discuss them here except to say that some are far more credible than the demonization of
carbon.

8.11 Conclusions

The above explanations are a genuine attempt to distil thousands of pages of research, scores
of books and Internet sites to draw one main conclusion. That is that global warming science is
by no means “settled” but is more likely based on a “Dodgy Dossier” as is so often the case with

corruption. Please remember the mnemonic “D =D ” which stands for “Dodgy Dossiers equals

Dodgy Decisions” and that when a D is encountered the most likely explanation is corruption.
9 TARGETS AND METRICS

9.1 Introduction
The “Carbon World” is awash with metrics, targets and statistics which imply a level of precision
and certainty which is not justified and which are confused by intermingling units of
measurement, percentages with absolute figures, time periods, and other factors with little or no
explanation.
