This session as a freshman legislator serving my first term, I have introduced 64 bills and have been a co-sponsor of 137 bills. In my bills I have raised some very important issues and I hereby include a partial list of some of the key bills.Bill Number A2880 %u2014Agriculture and Markets law %u2014 requires %u2022 that Agriculture Department establish rules which make unit pricing mandatory for most items sold in retail stores; A2881 %u2014 General Business Law %u2014 requires that businesses advertising money back or pro rate guarantee are obligated to honor that guarantee; A2882 %u2014 General Business Law %u2014 requires that bicycles be painted with light reflecting paint before being sold or advertised in this state; A2883 %u2014 Real Property Law %u2014 eliminates clause from leases which requires tenants to pay legal fees in case of landlord suit or action; and A3014 %u2014 Public Authorities Law %u2014 provides for free transfers to and from subway and bus.Bill Number A3015 %u2014 Multiple Dwelling Law %u2014 provides rent subsidies for needy senior citizens; A3016 %u2014 Public Officers Law %u2014 establishes a Board of Enforcement of Code of Ethics for State Officials; A3017 %u2014 Tax Law%u2014 amends the law to eliminate sales tax on certain items when total purchase is less than $1 (hotdog tax); A3282 %u2014 Private Housing Finance Law %u2014 provides for state supplied community centers for senior citizens in limited profit housing projects; A3284 %u2014 Personal Property Law %u2014 places limit of 1 per cent per month interest in installment credit accounts and eliminates service charge; A3285%u2014 Social Services Law %u2014 increases maximum savings allowed senior citizens under medicaid program; A3630 %u2014 Vehicle & Traffic Law (navigation Law) %u2014 requires air pollution control devices on outboard motors; A3632 %u2014 Tax Law %u2014 requires higher price on goods sold in nonreturnable glass containers; and A3633 %u2014 Personal Property Law %u2014 outlaws wage assignments by employers.Bill Number A4120 %u2014 Election Law %u2014 allows absentee voting in special and primary elections; A4122 %u2014 Social Services Law %u2014 establishes programs for day care centers with state aid meeting 50 per cent of costs; A4639 %u2014 Private Housing Finance Law %u2014 provides funds for private rehabilitation of deteriorated housing; A4778 %u2014 Workmen%u2019s Compensation Law %u2014 increases compensation rates from minimum of $30 per week to $50 per week in this State; A5245 %u2014 Environmental Conservation Law %u2014 requires state to use recycledpaper and paper goods; A5461 %u2014 New York City Administrative Codes %u2014 requires that fire violations be reported within 24 hours and summons issued to owner within 2 days; A5465 %u2014 Multiple Dwelling Law %u2014 requires state to sue owners of hazardous buildings for cost of repairs; A6772%u2014 Transportation La allows department to order disconuance of flashing lights on umuoards which are so situated as to be traffic hazards; A6774 %u2014 Tax Law %u2014 allows members of the Auxiliary Police to deduct expenses from their income taxes; A6775 %u2014 Executive Law %u2014 protects individuals arrested but not convicted for first offense from being forced to reveal that fact to employer; A7005 %u2014 Real Property Law %u2014 provides that tenants may sue landlords who fail to provide a safe and habitable dwelling (warrant of habitability); A7217 %u2014 Insurance Law %u2014 removes limit on amount person may claim as lost earnings under no fault car insurance; A7093 %u2014 Insurance Law%u2014 provides that commonly accepted fee schedule for medical and health services be established as accepted fees under no fault car insurance law solely for the purpose of arriving at the $500 threshold; A7095 %u2014 Establishes the Red Hook Redevelopment and Renewal Authority to allow for issuance of 100 million dollars in bonds for construction of housing, parks, commercial, m anufacturing and service establishments.The above, of course, is only a partial list. Miner%u2019s letter stating that lights are not needed on Clinton St. in Brooklyn Heights, I must differ.Only a short segment of Clinton St. is residential (Atlantic to Livingston). The remainder is rather deserted after dark. Walking on Clinton St. one summer evening (at 9:30) three years ago, I was the victim of an attempted mugging on the corner of Clinton and Joralemon St. Fortunately, I had the presence of mind to run and indeed I ran all the way home.Those of us who use the Borough Hall subway station are most thankful for the high intensity commercial lighting on Court St., Joralemon and Remsen Sts. I went to vote in the recent school board elections fearing that in my ignorance I might be voting for the person who wrote the flyer announcing theThe PHOENSX Probes Pork Problems:Cadman Plaza Under-utilized;Good Spot for Concerts, ChessiiiBY JOHN BLACKMOREBrooklyn is blessed with a number of malls, plazas, and circles, that is, parks that reflect the designer touches, rather than serve recreational needs. They provide a ttractive settings for public buildings, grace Brooklyn%u2019s boulevards, and serve as sites for monuments and memorials. But aside from their aesthetic values, they provide no specialized facilities for people who like to do more than walk or sit.Cadman Plaza extends from Borough Hall to the Brooklyn Bridge, with a succession of terraces that divide the plaza into four distinct park areas. Separating Brooklyn Heights from the downtown area, Cadman Plaza is the only park space of size for these and adjacent neighborhoods.Ruth Rafael wrote thePhoenix Parks Probe recently, despairing of the lack of specialized facilitiesand programs at Cadman Plaza to serve the needs of the surrounding neighborhoods. %u201cThere are no recreational facilities, she wrote, %u201c there%u2019s a need for a ball field for the young, a program for adults, and the War Memorial is underutilized.%u201d All needs that have been expressed here at many times in recent years.The situation here is a problem endemic to neighborhood parks throughout the city. Extensive recreational facilities and special events programs are available at the borough%u2019s main parks, but not at the smaller areas.What could be done at Cadman Plaza? For one thing, the War Memorial structure would make an excellent outdoor stage for concerts and theatrical events. Presently the south side of the Memorial is used by several local colleges for graduation exercises; and there is ample room for audiences. One could envision the Brooklyn Symphony playing on summer nights before a crowd seatedbn blankets, or any number of similar events.However, transforming Cadman Plaza into a multipurpose recreation area is quite another question. It doesn%u2019t seem to this reporter that Cadman Plaza would be an appropriate setting for a fenced-in ball field or tennis courts, though the neighborhood sorely needs such facilities. On the other hand, there is ample space at the Plaza for informal softball games or touch football. Smaller-scale facilities, such as chess tables or perhaps a lawn bowling court, might be more fitting.We talked with officials at the War Memorial at Cadman Plaza about planned and projected activities for the park. Mr. Tannenbaum of the R ecreation D epartm ent reported that they had made a request for chess tables, special lighting and facilities for %u201cquiet games%u201d for the park, but that budget cutbacks had not made the installation of new facilities possible.Dancing Program held on Thursdays between 2 and 4PM, the summer %u201c Happenings%u201d program, with live entertainm ent offered on weekday noons from June toSeptember in the front of Borough Hall, and the periodic visits of the city%u2019s mobile park units, including the Puppetmobile and the Sportsmobile.Concerning special events, the only one scheduled thus far for the summer is a rock concert in mid-June. Most of the main attractionsorganized by the Parks Dept., like the film showings, classical concerts, and operain-the-park, are scheduled in Brooklyn for Prospect Park, which is more central. Why not at Cadman Plaza as well? There hasn%u2019t been enough demand to bring such events to Cadman Plaza, Park officials claim.Is there a lack of demand or hasn%u2019t the community been heard?
