Page 10 PHOENIX February 14,1974Atlantic Avenue Zoning DistrictExplained at Group's 1st MeetingThe Atlantic Avenue Committeegot off to an enthusiastic start onFeb. 6 when city and developmentofficials met with Avenue merchants and representatives ofAvenue institutions in the firstformal meeting of theorganization, which is beingcharted under the auspices of theDowntown Brooklyn DevelopmentAssociation.The group elected RobertHiggenbotham its pro ternchairman and met Robert Meyer,the new Atlantic Avenue field forceoperative, a student at BrooklynPolytechnic Institute, who willpatrol the Avenue, assisting withlocal problems and moniteringdevelopments for the organization.Highlights of the meeting was apresentation by Robin Burns, asenior urban designer for theOffice of Downtown BrooklynDevelopment, who explained theoutline of a new proposed specialzoning district for Atlantic Avenue,which would help control thedevelopment of properties frontingalong the Avenue and governexterior restoration of existingbuildings.The special zoning district isproposed to run along both sides ofthe street from the waterfront toThird Avenue, and on the northside of Atlantic to Flatbush.Proposals would limit height of anynew buildings at the building line toa 50 foot height, and require setbacks for taller buildings. Signlocation and window configurationwould also be controlled.%u201cThis proposal is a revolutionaryidea for what zoning normallydoes, and is aimed directly atpreserving the character of theAvenue, and enhancing itsdevelopment along the lines thatare occuring now,%u201d said Burns.The proposal is due to bepresented to the New York CityPlanning Commission in March,Burns said.Sally Crane, volunteersecretary-treasurer for the group,reported that the new AtlanticAvenue Committee had 30 paidregular members at the date of themeeting, and 13 additional participating members. Clown andjuggling acts are also placed by thedirector in three interludes whichhe devised to represent the%u201cpersonal furies of %u201cHe%u201d.Jack Cornwell%u2019s %u201c He%u201d putstogether the suffering, guilt,delusion, monomania of thecharacter under the pantaloonsand vest%u2014the clown face made upto resemble Chaplin%u2019s. He holds onbeautifully throughout. SharonRiley is a strong tempestuousZinaida, the lion tamer ever at thebrink.
