The two topcandidates for each office thenbecome the final contenders in thegeneral election.This all-party primary conceptwas developed by a study committee of The City Club of NewYork, and according to JoelHarnett, Chairman of the Board ofThe City Club: %u2018%u2018We are very muchin support of speedy enactment ofthis long-needed legislation.%u201d%u2605%u2605%u2605State Senator Carol Bellamyannounces that beginning Fri.,Feb. 22, tax counseling for SeniorCitizens would be available onFridays at her Community ServiceOffice, 78 Montague St.Senator Bellamy stated that thetax counseling, available only forSenior Citizens, would be done bytrained volunteers of the NationalRetired Teachers%u2019 Association andthe National Association of RetiredPersons. The free counseling willtake place every Friday throughApril 12, from 1 p.m. to 3 p.m.position on the Finance Committee.Richmond served on thepowerful Finance Committee lastyear and led the battle to eliminatelump sums appropriations fromthe Capital Budget. The lump sumappropriation is a devicefrequently used by bureaucrats tocloak questionable expenditures.The Brooklyn Legislator alsoworked closely with CommitteeChairman Matthew Troy to cut fatfrom the Expense Budget whichmade more money available tohard pressed social and community programs.Richmond said: %u201cThe FinanceCommittee is about to begin itssession on the 1974-75 ExecutiveBudget by bringing its hearings tothe people of New York. We willhold five joint sessions with theBoard of Estimate in each of theBoroughs. Those hearings willfocus on Capital Projects affectingeach Borough. The Brooklyn Daywill be held on Tuesday, February19th at 10:30 a.m. at Brooklyn%u2019^Borough Hall. Debate on projectsof priority to the many BrooklynPlanning Boards will be heard atthat session. In particular, theCouncil Committee will considerfunding for the Fulton Street Mall,the repaving of Flatbush Avenue,the reconstruction of Court Streetand money for the rehabilitation ofthe Brooklyn Library System.%u201dRichmond has been reappointedto serve, on the State Legislation,Charter and GovernmentalOperations and EconomicDevelopment Committees of theCity Council.ASSEMBLYMANMIKE PESCEAssemblyman Michael L. Pescehas announced his opposition to theproposed change in the statewideprimary date from June to September. %u2018%u2018Persistent effort inbehalf of electoral reform by theCitizen%u2019s Union, the League ofWomen Voters and other civicgroups was at least in partresponsible for the 1965 passage ofa permanent June primary.
