The new guidelines established by DOT would allow any qualified group which applies to run a service.Although there have been %u201cunofficial verbal inquiries,%u201d says Emily Goodman of DOT, to date, no one has submitted an application. Meanwhile, the list of those who originally filed joint or separate requests and who have said they will not apply for proposals continues to grow longer. The Citizen%u2019s Committee for Urban Fishing, Floating through America, Inc., Friends of Fulton Ferry Landing, South Street Seaport Museum, and the Prospect Park Environmental Center have all said they are no longer interested.Of the dozen original applicants, only one organization has confirmed continued interest. Sandy Wiener, president of Seaport Line, which successfully ran a ferry during a trial period last fall, says he hopes to have his application into DOT in the next two weeks.%u201cWe were disappointed that the City decided to throw out the applications,%u201d says Wiener, %u201cbut leaving the process open was in the public interest.%u201d Success of the operation is still contingent on renovations on the Brooklyn side, according to Wiener. The docking space at Fulton Ferry has enough room for only one boat at a time, something he says would have to change. The responsibility for rehabilitation of the landing area was originally part of the franchise award package, but, under DOT%u2019S revision the job will be done by the City.Two other groups who showed a strong interest in the ferry service have not filed applications. Dirkscn Talleyrand, Lnc., run by Michael O%u2019Keefe of the River Cafe restaurant will not be applying. According to Anthony Addison, a spokesman for the firm, O%u2019Keefe will concentrate instead on reviving the private ferry it has traditionally offered patrons of the restaurant.Two Trees Management, the firm developing the property around the Fulton Ferry Landing, was the applicant thought to have the best prospect of winning the franchise. The firm has not applied for a permit and its owner, David Walentas, would not return repeated calls for comment.Cost Saving Plan AtThe Zoo Expected ToBe Completed In Dec.Prospect Park officials are waiting to hear the final results of a Value Engineering Study of the plans for the rehabilitation of the Park Zoo and Tupper Thomas, the park administrator, says she was expecting to have a copy in her office in early December.The study began this summer after the City%u2019s Office of Management and Budget experienced a number of cost overruns with another zoo reconstruction project in Central Park. Thomas says that the study will offer some cost-saving measures such as the substitution of another building material for the granite that the original plans had suggested.
