Membership A ProblemC o n tin u e d fr o m Page 5other members have resigned this year,* Malone and another rookie appointee. Dianne O%u2019Donnell.Based on City Charter amendments in 1977, members of the city%u2019s 59 community boards are appointed by the Borough Presidents, half upon the recommendation of each area%u2019s City Councilmem. f.r Members serve twoyear terms with ha ' of the board either appointed or reappointed each year. After committee meetings, Cardi's groups suggested that a speakers%u2019 bureau be established to make presentations to community organizations in local neighborhoods; applications should be made more readily available in both the CB6 office on Baltic St. as well as Borough Hall; and a pamphlet should be designed that outlines board member duties and a limit be placed on the number of years a member can serve. An additional meeting with Ed Rogowsky, the director of community boards forBrooklyn, yielded the suggestion that a onepage application be designed for potential members; and councilmembers be impressed with the need to make the appointments more diverse and CB6 committee members, many of who are not full-board members, be referred and recruited more actively.%u201cThe executive committee has felt that the best way to become a board member was through the committee,%u201d commented Finney during the meeting. %u201cWe try to encourage this approach.%u201dMany of the members agreed that committee membership allowed a potential board member to understand more fully what fullboard membership entails. It was the suggestion that limits be placed on the number of years a member could serve, however, that caused the most stirs, after Martinez, the only remaining Hispanic representative on CB6, said that it would be a service to the community to limit the number of years a member could serve.Member A1 Cabbad responded, %u201c I wouldgive due respect to those people who have lived and worked in the community for years. I have good respect for those members who have been on the board for a long time.%u201dPeggy Buffalano, who said she has been a member since CB6 began, asked Martinez whether he felt she was performing a disservice to the community by serving for about 15 years. Ironically, it is many of the long-term members who faithfully attend most of the CB6 meetings. O%u2019Donnell was only recently appointed to the board before she resigned, and Carbajal and Vasquez were all appointed this year.Selma Abramowitz, the former CB6 chairperson, noted that voters had earlier turned down a ballot measure that would have limited the terms of board members. As half the positions with be either new appointments or reappointments, the recruitment process is about to begin. In addition to accepting new members, the, board is going to be electing a new executive board. Finney said she would not be seeking another term as chairperson, but did appoint a nominations committee for the election. The committee will be run by Abramowitz and includes Ed Fusco, A1 Nembhard, Sybil Henderson, Vinnie Dolan, Barbara Ivoneobardi. and Josephine TarantoNominations from the floor will be taken at the November meeting and the executive committee election will then be held in December. The new terms of office begin in January.Applications for board membership are made through the Borough President%u2019s office, which can be reached at 645-2051. The next CB6 meeting is scheduled for November 12 at I.S. 293 in Cobble Hill. The board includes the neighborhoods of Park Slope, Red Hook, Carroll Gardens, Cobble Hill as well as the Gowanus and Wyckoff Gardens housing projects. Absent from the Oct. 8 meeting were Vinnie Dolan, Joe Gagliardo, Joan Geitz, Emmanuel Gibaldi, Marie Haggberg, Ed Joyce, Marjorie Levin, Bob Levine, Barbara I^ongobardi, Vincent Saggese and Ramone Vasquez.
