Once a device used to simulate tidal action in cleaning out the canal, the Tunnel has been closed for years and may not be viable, but if it is in good condition, then the force main will be laid straight through the tunnel using compressed air and divers, out to where it will join the Red Hook line at Columbia and DeGraw Sts.Pending a study both of the tunnel and of other possibilities, the DEP has not yet chosen this route as a definite one, but all indications point toward it. It has been openly favored by Garcia, Bureau of Water Control Assistant Commissioner Joe Miller, and most of the men involved in coordinating the program. %u2018%u2018You can be sure that whatever we do will not be of a disruptive nature,%u201d Miller assured some 100 residents at a hearing with Community Board Six on June 21, noting that he was required by law to research other routes but saw the easiest, quickest and most convenient alternative in the flushing tunnel.Other sewer systems along the route for the Red Hook station will not require lengthy force main connecting stations, as they lie directly in the interceptor%u2019s path.Mayor Ed Koch has presented the City Council with amendments to the J-51 tax law that could extend the deadlines for renovation tax abatement projects and cut by nearly half the conversions of commercial space into residential quarters.As things now stand, J-51 freezes real estate tax assessments on properties that are renovated for 12 years, and allows an abatement of property taxes bv 90 percent of the costs of improvements. Although the program is set to expire early next year, Koch%u2019s new proposal would extend it to 1984, additionally increasing the assessment period from 12 years to 32.Throughout its development, many have looked askance at the Water Management plan and its assorted details. Complaints range from community members outraged at what they see as the brazen manner in which construction has been hitherto undertaken, leading to mishaps like the Columbia St. collapsings, to residents who feel that the whole process has been undertaken without enough outside input. Throughout the January 29th Community Board Two meeting, residents had expressed concern about having a treatment plant at their back doors, fearing smells, poor design and even the prospect of explosions.Others have questioned even the basic foundings of parts of the plan. The Citizens Advisory Committee (CAC) to the Water Management Plan has released a statement raising doubts about the effectiveness of large, centralized facilities.%u2018%u2018The government tends to encourage huge new plants at the expense of smaller, more appropriate solutions to specific problems,%u201d it reads. The report recommends further studies before continuing to construct the Red Hook plant with its sister project.The new amendments would also allow building owners to renovate under the program properties that are partially occupied while work is going on.On another front, the mayor%u2019s plans would decrease abatement benefits in the conversion of viable commercial space into residential from 90 percent down to 50 percent. %u2018%u2018We are concerned,%u201d explained Nathan Leventhal, Commissioner of the Department of Housing Preservation and Development, \sions from non-residential to residential use should not be so excessive that they displace viable businesses.%u201dthe North River plant on Manhattan%u2019s Upper West Side.Still others felt that the plan doesn%u2019t account for all the problems in the city%u2019s sewage system. He is charged with attempted murder and criminal possession of a gun.BELATED ARREST: At 10:20 pm July 14, George Gaithor, 19, no address known, was arrested by 78th Precinct Officer Louis Barney for a crime he allegedly committed 3t 5 am on July 2. He was charged with burglary and criminal possession of a controlled substance. On that date, Gaithor is accused of breaking into an apartment at 64 Seventh Ave. and trying to lower a color television set down to an accomplice, not arrested, on street level. At the time of his arrest, he was carrying four manila envelopes and seven cigarettes of alleged marijuana.GUN SLAP: Detective John Griffin of the 78th Precinct arrested Melvin Richardson, 34, of 99 South Oxford St., on July 14 at 11:25 pm. Richardson is accused of having stopped a woman in front of 77 Hanson PI. with a handgun, slapping her and then stealing from her a purse and one earring. All three are charged with attempted burglary, possession of burglar%u2019s tools and criminal mischielf.CHOCK FULL O%u2019 NUTS: Forallegedly trying to break into a Chock-Full-O%u2019-Nuts factory warehouse building at 345 Butler St. with three accomplices, none arrested, Pablo Malaney, 18, address unknown, was arrested at 12:50 am on July 16 by Officer Garrett Farrell of the 78th Precinct. Malaney was nabbed on the roof of the building with an assortment of crowbars and sledgehammers; he is charged with attempted burglary and possession of burglar%u2019s tools.KNIFE ATTACK: Officer John Pagano of the 78th Precinct arrested Sanibal Zillanueva, 32 of 1021 46th St., at 3 am July 16, for allegedly threatening a 31-year-old female on 3rd Ave. and Pacific St. with a knife.
