                                    Brooklyn,___ incNew Postmaster Says She%u2019ll Deliver On Boro%u2019s Business Mail ProblemsBY LIZ KOCHPrompt mail service can make a big difference when you are in the business worldand deadlines are critical. Where theBrooklyn mail service in the recent pastmay have caused some furrowed brows andgnashing of teeth, the newly-appointedGeneral Manager of Brooklyn Division, Linda Sanchez, has targeted special programsfor the mailing needs of Brooklynbusinesses, and is intent on changing theimage of the borough mail service.Sanchez, who stepped into her post onJune 7, is succeeding Manager Post MasterJack Lazard Jr. as the new person incharge in Brooklyn, and due to a nationwiderestructuring of upper level management inthe postal system, her new title gives herincreased authority and expanded jurisdiction.At her first public appearance in her newjob on May 27 Sanchez announced that improvements would come slowly but surelyand outlined goals for her new administration. She will be assisted by a crew of sevendirectors, up from the four who servedLazard, and will have jurisdiction over maildelivery not only in Brooklyn, but StatenIsland and Long Island City as well.%u201cThe new divisional offices willdramatically shift our operating focus,%u201d theGuam-born General Manager stressed.%u201cDecision making that was fragmentedamong MSCS, districts, regions, and headquarters will now be centered in the Divisions, of which Brooklyn is one,%u201d she said.Brooklyn, before the restructuring, was oneof 280 sectional centers in the country; nowit is one of 74 divisions.Sanchez pointed out that along with plansto increase staffing she was also immediately looking to improve delivery andmail processing operations, an upgrade inservices that would affect local businesses.The new division handles approximatelyfive million pieces of mail daily, with thecarriers delivering three million pieces ofmail each day and another two million leaving the borough.%u201cPrograms will be developed to collectmore mail earlier in the day. This will allowincreased utilization of our automatedequipment; but more importantly, allowearlier completion of mail processing operations,%u201d she says.%u201cWith cooperation from our customers,we will do this through special trips to collect mail available early in the afternoonfrom large mailers and clusters of smallbusiness mailers,%u201d she explains.Sanchez referred to the past structure ofthe United States Postal Service as onewhere its %u201cmembers were hamstrung by aninefficient management structure, by outmoded procedures and by inadequatetechnology.%u201d She adds: %u201cThis bewilderingbureaucracy kept out people from achievingtheir best.%u201dHer chosen directorial staff includes:Peter Baylis, Field Director, OperationsSupport; Dennis Draney, Field Director,Marketing and Communications; andRobert Fetterman, Division Controller. AlsoPrograms will be developed tocollect more mail earlier in theday. Sanchez retained Lou Viegas as Director, City Operations from Lazard%u2019s staff.Draney, who held the position of Directorof Financing in Salt Lake City before coming to Brooklyn, has already begun to setthe ball in motion for creating a new perception of the service. After the meeting onMay 27, Draney explained that as FieldDirector of Marketing and Communicationshe sees his job as not only improving communications between the public and thepost office but also instituting programs toimprove service. Still new on the job, hehas short and long term goals for residentsand businesses alike, and has even met withChamber of Commerce head Joe French toexplore new possibilities.%u201cBrooklyn has a very unique situationbecause apparently the communicationbroke down between the customers and thepost office,%u201d he says. %u201cFor businesses earlymorning deliveries have deteriorated. Thesepeople really need their mail. A lot ofbusinesses rely on their mail to arrive at acertain time,%u201d he adds.As part of the new effort to reach out intothe business community, Draney says he isworking together with the Chamber of Commerce to obtain lists of new businessesmoving into Brooklyn. The lists, he said,will help the post office contact businessesand inform them of services available. %u201cWecan send commercial account representatives to educate them about the servicesthey may need such as express mail andpresorted mail for faster service,%u201d he explains.Draney points out that nationwide 80 percent of the mail handled is business relatedand that this volume is applicable toBrooklyn as well. %u201cThere are a lot ofspecial arrangements for businesses particularly that would improve delivery andservice and also cut costs. If they aregenerating enough volume they could mailat a discount rate,%u201d he explains.As another community relations effort, heis attempting to set in place a PostalCustomer Council that will be geared particularly toward businesses. %u201cThis area hasbeen a bit neglected recently and we will betrying to meet often at first,%u201d he says. Thecouncil would be made up of businesses aswell as postal representatives who wouldeventually meet on a monthly basis to hashout and air problems in service.Looking at programs already in place inother big cities, Brooklyn can learn a lotabout how to improve customer relationsand serve businesses, according to Draney.%u201cWe are looking to actively obtain PublicService Contracts for retail outlets,%u201d hesays.
