                                    Brooklyn,m eStage For New DowntownMidtown FloristsFlorist and developer Martin Orlofsky'sretail/housing project is being built acrossFlatbush Avenue from the Rose AtlanticTerminal project and Orlofsky is alreadywell underway with his work and expectsto finish Phase 1 of his $6.5 million projectearly next year. The project calls forrenovating 11 buildings along State Streetand Flatbush and Atlantic Avenue, whichwill have 39 market rate rental housingunits when they are com pleted next year,plus ten retail outlets. Phase II will include11 new buildings with approximately thesame number of housing units and willadd com m ercial space on Atlantic Avenue.Starrett/CohenA proposal to build a 12-story officetower on a site bordered by Sm ith, Livingston and Schermerhorn Streets andBoerum Place is now in the environmentalimpact study stage. Starrett H ousing Corporation and Cohen Brothers Realty werechosen by the City planners in a com %u00adpetitive prooess last year. The planned $65million building will include 435,000 squarefeet of office space and ground floor retailspace as well parking for 225 cars. Fulton Landing developer David W alentas andhis com pany Two Trees Management, are converting a number of the 10 buildingsowned at this site on the East River waterfront. He is also negotiating with the Cityof New York to regain his designation as developer of the 15-acre State and Cityowned waterfront property between the Manhattan and Brooklyn Bridges. W alentas hopes to develop the area to create a large commercial/recreation area (approximately 2.5 million square feet of space) in this manufacturing district. Walentas'plan also includes a 100-boat marina, 10-screen movie theater com plex and a majorshopping area as a part of his project.
