trickling into regions of North Korea.”
Increasing cultural and educational exchanges would also
help demonstrate to North Koreans that there are better ways
to run a country than this criminal cult has employed. Great
Britain has succeeded in doing so perhaps better than any
other country.
The educational institutions of YUST (Yanbian University of
Science and Technology) and PUST (Pyongyang University
of Science and Technology) have made major inroads in and
near North Korea. Because the North Korean government is
desperate for scientific and technological education, they have
been willing to allow these institutions to operate.
Agricultural and humanitarian aid for the people of North
Korea (not the elite) is in order. Barley, which the elite disdain
and which spoils quickly enough not to be stored as emergency
wartime rations, is a savvy aid item that can actually help the
oppressed majority in North Korea. Improving agricultural
methods can increase crop yields. Goat farms, such as are
run by an American inside North Korea, can increase the
supply of much-needed protein in the North Korean diet. The
UN Security Council’s series of sanctions against the North
Korean governmental and military elite bar luxury, military,
and dual-use items, but do not restrict humanitarian aid.
