taking the heavy oil shipments and other benefits, only to
            resoundingly break the agreement. The later stages of the
            agreement, such as giving North Korea light water nuclear
            reactors, never happened because North Korea did not qualify
            for them.




                    Proposed Pathways for Successful Destruction
                                of the Criminal Regime



            Those who are proposing similar phased agreements should
            learn from the failure of the 1994 Agreement. Fortunately,
            the North Korean Human Rights Act in the U.S. was
            reauthorized in 2023. The press release issued on April 28,
            2023 by the U.S. National Security and Foreign Affairs
            Committee in Washington DC describes recent progress:


                        “Today as we celebrate the 70th anniversary of the
                  U.S.-South Korea Alliance and welcome South Korean
                  President Yoon Suk Yeol to Washington, House Foreign
                  Affairs Subcommittee on the Indo-Pacific Chairwoman
                  Young Kim (CA-40) and Ranking Member Ami Bera
                  (CA-06) introduced the North Korean Human Rights
                  Reauthorization Act of 2023.”


            This bipartisan bill reauthorized, updated, and improved
            the North Korean Human Rights Act, which became law in
            2004 to promote human rights and freedom in North Korea.
            Its companion act in South Korea should be implemented
            further.
