ABU DHABI, 22 July 2025 — The United Arab Emirates has officially launched the fourth edition of

the International Programme for Civil Aviation Leaders (TIPCAL), reaffirming its position as a global hub for
aviation innovation, sustainability, and forward-looking governance.

Organised by the General Civil Aviation Authority (GCAA) in partnership with the Government Experience
Exchange Office, the high-profile programme will run until 24 July and convenes over 22 senior-level

participants from across the globe. These include ministers, directors-general, and decision-makers from civil
aviation authorities worldwide.
