Offer premium-rate billing to domestic telephone
                       customers. Homeowners could set a rate at which calls
                       to their number would be charged. The monies earned
                       would be set against the user’s own phone bill. Users
                       could pre-select rates for all, or just specific, incoming
                       calls. Rather than barring calls from a persistent

475telesales company, for example, the user would simply
select an expensive tariff to deter them. Calls placed to

numbers operating the system would be greeted with a

message outlining the call charges and allowing the

caller time to hang up if they would rather not pay.
