Establish an international forum on animal welfare
along the lines of Amnesty International and under the
name Animal International. The basic minimum rights
that animals can expect would be drawn up, based on
certain categories such as pets, farm, wild, working,
zoo, circus and so on. The worst animal-rights abuses
95would be exposed and members would be encouraged
to petition governments and the perpetrators of the
abuse peacefully by letter.
