3. The refund of the scholar’s monetary privileges, which ere received
while on leave from the program, may be waived due to serious health
reasons, provided a medical certificate duly endorsed by the SHEI is
submitted to the DHEI and the Commission.
4. The collection/ deduction of scholar’s payment obligation shall be the
responsibility of the SHEI and the Commission. The terms for the
payment of obligation shall be evaluated and decided upon by the
Commission.
5. Failure to fulfill the obligations herein stated shall result in
administrative or criminal action, and shall disqualify the scholar from
any other further CHED grant.
III. Entitlement of Bonuses and other Privileges
General Policy
There shall be an established suggestions and incentives awards
system in the SUC which shall encourage creativity, innovativeness,
efficiency, integrity and productivity in the public service by recognizing and
rewarding, officials and faculty members individually or in group for their
suggestions, inventions, superior accomplishment and other improvement in
government or for other extraordinary acts or services in the public service.
Policies:
1. The system shall adhere to the principle of providing incentives and
awards based on performance, innovative ideas and exemplary
behavior.
2. The system shall give emphasis on the timeliness of giving awards or
recognition. Aside from conferment of awards during the traditional or
planned awarding ceremonies, the spirit of on-the-spot grant of
recognition shall be institutionalized.
3. The System shall provide both monetary and non-monetary awards
and incentives to recognize, acknowledge and reward productive,
creative, innovative and ethical behavior of faculty members through
formal and informal modes.
4. For this purpose, the System shall encourage the grant of non-
monetary awards. Monetary awards shall be granted only when the
suggestions, inventions, superior accomplishments and other
personal efforts result in monetary savings which shall not exceed 20
percent of savings generated.
