07 CONCLUSION
The overall reduction in mishap frequency reflects the Command’s strengthened
safety promotion efforts and growing commitment to safety excellence. However,
recurring human errors and systemic gaps underscore the continued need for
vigilance, standardization, and risk management.
The PAF aims to elevate its safety culture from the "developing" stage to the
"involving" stage, where SMS is understood, complied with, and implemented by all
airmen. The ultimate goal of safety is to identify hazards and manage/control risks to
protect lives and equipment. As emphasized, safety is a shared responsibility, and
every airman—regardless of rank or role—has a part in identifying hazards and
managing risk. This collective effort, through doctrinal planning, proper training,
logistical support, and command and control, continuously increases combat power.
