Remarks:
1. The DPR/ESP of the subject siding proposal was approved on 03.08.2012.
2. Draft agreement was sent by Engg branch to Accounts department on 12.12.2013 for
obtaining finance vetting.
3. Legal vetting obtained on 06.01.2014.
4. On 07.02.2014 Party laid a Kachcha road with unauthorized boundary wall in Railway
land without any permission at KM 450/4-9. Same informed to IPF/NZB.
5. On 20.02.2014, Division has advised to Headquarters regarding the inescapability of
railway land and an alternate alignment which will account for less extent of land to be
leased. Hence, advised to change the proposal and submitted accordingly.
6. As per approved ESP, 1.6 KMs lead line is in Railway land. On 11.04.2014 Division
advised to CGE/SC that only 300mtrs X 11mtrs of Railway land can be spared.
7. Informed to Party about non-feasibility for loading/unloading activities at JKM and advised
to utilize NZB goods shed for the same on 02.07.2014.
8. On 15.102014 & 11.11.2014, consultant on behalf of the party requested for grant of Way
Leave facility. Same was not permitted by Head Quarters.
9. On 02.12.2014, a Writ Petition No.38772 of 2014 case filed by Party.
10. CTPM/SC‟s Lr. No.T.143/Y/316-Vol-I dated 07.08.15 has sent revised DPR and Paper
Tracing plan, submitted by consultants, for approval of Division.
11. Based on S&T branch remarks, submitted a letter to CTPM/SC on 09.10.2015 in
connection with change of takeoff point from Loop line instead of Main line.
12. Court case withdrawn and disposed on 15.12.2016.
13. Party requested for Land Licensing proposal on 27.07.2017.
14. Party informed about withdrawal of court case on 25.09.2017.
15. Party obtained land rates from Sub-Registrar office of survey no. 986 & 1046 on
02.11.2017 and submitted to this office.
16. Engg. branch advised party to submit Survey plan on 06.11.2017.
17. Party submitted survey plan on 09.11.2017.
18. A note was initiated on 01.01.2018 for approval of DRM as per Model SOP (Part-A (53)
Sl. No.44) for sparing of Railway land.
19. DRM raised a question regarding reason for increase in Land requirement from 3500 Sq
Mtrs to 32441 Sq Mtrs on 06.02.2018.
20. Explanation given by Engg Branch during April-2018.
21. DRM approved the same for sparing area of Railway Land on 23.04.2018.
22. Land license fee calculation was prepared and advised to party for the payment on
09.05.2018.
