or old position. In case of a new position, in coordination with the HR office, determines whether
the position is in the plantilla and an approved budget is still available for the position. If it is not
and no approved budget is available, justification should be made in the request and shall await
for the School Director's approval. The list of duties and responsibilities of the new position is
submitted to the School Director.
2.2 Approved Request
If approved, in close coordination with the HRDM Officer initiates the recruitment and
selection process for vacant positions.
2.3 Selection and Hiring Committee
• School Director
• Head of School (Vice Principal)
• HRDM Officer
• Level Coordinator (if needed)
2.4 Sources of Applicants.
Applicants may be from within or outside ICC. Applicants who are qualified
incumbents of next-in-rank positions identified in the system of ranking are automatically
considered for promotion.
Other applicants include non-regular appointees of the School; pre-listed qualified
applicants and walk-in applicants responding to published notice of vacancy; top graduates
and board passers of other state universities and colleges.
2.5 Selection Procedures
The following four (4) stages in the selection of qualified applicants shall be followed:
i. Pre-selection. The Human Resource Development and Management Office prepares
the selection list of candidates who meet the minimum qualification standards for
education, training, experience and eligibility requirements of the vacant position.
Those initially found qualified shall undergo further assessment such as written
examination, skills test, psychological evaluation, background investigation from
previous employers, character references, and other forms of evaluation. A selection
line-up shall be submitted to the Selection Committee for its deliberation.
ii. Screening by the Selection Committee. The Selection Committee shall make a
systematic assessment of the competence and qualifications of the candidates for
appointment. These will serve as guide in choosing the applicant who can efficiently
and effectively perform the duties and responsibilities of the position to be filled.
The evaluation report shall include observations and comments on the
candidates’ competence and other qualifications that are important in the
performance of the duties and responsibilities of the position to be filled.
iii. Submission of Requirements. Applicants who qualify are given the Personal Data
Form in the Human Resource Development & Management Office and are required
to submit or complete the following:
a. One (1) pc 1x1 colored ID Picture and Two (2) pcs Passport size colored ID Picture
(in corporate attire/white background)
o Diploma or certificates
