Quezon City's journey toward business excellence was not without challenges. Despite the enactment
of Republic Act 11032, also known as the Ease of Doing Business and Efficient Government Service
Delivery Act of 2018, the city faced the weight of an outdated permitting system. Burdened by multiple
forms, redundant requirements, and separate databases across departments, the process was
complex and time-consuming. But today, these challenges have been overcome through innovation
and strategic reforms.
When Mayor Joy Belmonte took office in 2019, she
envisioned Quezon City as the Philippines' premier
business destination. Under her leadership, Quezon
City has successfully transformed into the nation’s
most business-friendly city, fostering growth and
investment.
The EODB Act of 2018 provided the framework for
streamlining business registration across the
country. Recognizing this, the QC BPLD embarked on
a mission to revolutionize its processes by
leveraging technology, simplifying requirements,
and enhancing customer experience. Its goal: to

business, attracting investors and supporting local
