We achieved the EODB by leveraging innovation and digital transformation. The QC BPLD has
transformed business processes in Quezon City, making them faster, easier, and more efficient.
Through the digitization of permit applications and seamless online transactions, processing times
have been drastically reduced, red tape eliminated, and transparency enhanced. These innovations
have streamlined compliance, minimized regulatory hurdles, and increased new business
registrations by 25%. This surge has fueled a rise in both local and foreign investments, reinforcing
Quezon City's attractiveness as a business hub.
Through innovative digital solutions and seamless inter-agency coordination, Quezon City has further
strengthened its reputation as a premier investment destination. In 2024, the city recorded almost
76,000 registered businesses, a clear indicator of strong investor confidence and the success of its
business-friendly reforms. A key driver of this transformation is the QC E-Services platform, which
has optimized business registration and renewal, reducing the average business permit processing
time from 15 days to 3 days or even as short as 1 hour. This shift aligns Quezon City with global best
practices in digital governance, making it one of the most business-friendly cities in the region.
QC OBPAS’ INTEGRATION WITH
DTI'S BUSINESS NAME
REGISTRATION SYSTEM
In July 17, 2023, the Quezon City Government and the Department of Trade and Industry (DTI)
signed a memorandum of agreement to streamline business registration through system
integration. By linking DTI’s Business Name Registration System with Quezon City’s Online
Business Permit Application System (OBPAS), the city eliminated the need for applicants to
manually submit a physical Certificate of Business Name Registration. This automation
enables real-time verification with DTI, reducing processing time, minimizing paperwork, and
enhancing overall efficiency in business registration.
INTEGRATION OF BARANGAY CLEARANCES
APPLICATIONS AND FEES WITH QC OBPAS
On the same day, the Quezon City Government advanced its efforts by integrating barangay
clearance applications into the Online Business Permit Application System (OBPAS) across
all 142 barangays. Previously, applicants had to secure clearances in person and submit
them separately to the QC BPLD. Now, the system automates this process by automatically
routing clearance requests to the respective barangay upon application for a business
permit. Additionally, clearance fees are consolidated into a single Business Tax Bill, creating
a seamless, fully electronic process that enhances efficiency and convenience for business
owners across all barangays.
